Minnesota's Coal Tar Sealant Ban: What Homeowners Need to Know
What Happened
Minneapolis and St. Paul banned the use of coal tar-based pavement sealants. The reason: coal tar sealers contain high concentrations of polycyclic aromatic hydrocarbons (PAHs), which are toxic compounds that wash into stormwater, contaminate lakes and streams, and accumulate in sediment where they harm aquatic ecosystems.
The USGS documented that parking lots sealed with coal tar had PAH concentrations 65 times higher than those sealed with asphalt-based products. In a state with over 10,000 lakes, this isn't a trivial environmental concern.

Currently, the ban is enforceable in Minneapolis and St. Paul.
